Java Error 1316.A Help

Help. I all of sudden cant get anything with the java platform to work. After I updated to Java 1.5.0.7 I tried to unistall in my add or remove programs, that doesnt work . I tried to reinstall java off there website and this is the error I get " Error 1316.A network error occured while attempting to read from the file C:\Windows\Installer\ jre 1.5.0_07-iftw.msi " Cannot install. I click ok then I get this popup "" Fatal Error during installation " I am using IE 6 windows XP. Thanks for any help.
