Java Auto-update and notifications: how to turn off

I need to be able to limit our JAVA install to 7.21. We have an app that will not work with anything higher. We are running Windows 7 ENT (moving to 8.1 sometime but not soon) and in general users are not local admins.

is there a way to stop the users from seeing the update notifications, prohibiting them from updating or turning off the whole thing all together? And if so, is there a way to deploy this via SCCM or is it a go to each users box and make changes?
