Java Application Cache Viewer?

Hi,

I just installed version 1.5 on a windows 2000 computer which is a member of an Active Directory domain. There is a developer supplying me with a Java based client application that I install from a link on a web site.

Problem is that when I install the application it is only available to the administrator user. I need it available to all users who login to this computer. How can I install this application so it's available to everyone?

Looking at the Java Application Cache Viewer I can see the application in the user tab. When I click on the system tab I see that it is empty, all the buttons are greyed out and there's a message at the bottom which reads, "System cache is not configured". I'm suspecting that I need to somehow activate the system level caching of applications. Any idea how I can configure the system cache?
