Japanese Chars with ADO or OO4O problem.

I can't extract Japanese characters. The language settings are
SERVER LANGUAGE = UTF8
CLIENT LANGUAGE = UTF8

Windows NT 4.0 sp6
MDAC 2.5
Oracle 8.1.6

We have an application that requires the clients registry key for Oracle to be UTF8. I know that if I change my registry key for Oracle to be JAPANESE_JAPAN.JAS16 I will get Japanese characters. However our other application will not work properly as it requires UNICODE UTF8.

So I want to change Oracles OO4O or ADO so that I can still extract data from the Oracle 817 database and through the COM server of our in house application.

Here is the website offering a mysterious (8.1.7.2 Oracle ODBC Driver) dll that is supposed to support UNICODE.

So my question is:
1. Where is the 8.1.7.2 Oracle ODBC Driver?
or
2. Does anyone know of an alternative data extraction that will support Unicode?
