j2re 1.4.2_12 permissions issue?

Our users do not have admin rights. I installed 1.4.2_12 as local administrator. When we bring up our webpage, java is not detected under a regular user. Login as an administrator and it detect just fine.

All other versions do not have this problem.

And registry keys I can give permissions too?
