Issues with Oracle 12C in Oracle Spatial environment working with ESRI

We are trying to copy over an existing ESRI database to 12C . Have oracle spatial installed. SDE package installed.

Got myriads of errors including :

1.PLS-00302: component 'CHANGE_IMP_SDO_GEOM_METADATA' must be declared. As per oracle solution, Patch 19501696 does not exist for Windows x64 servers. Environment is ESRI working with oracle spatial.

2. ORA-20083: Parameter ST_SRID 16 does not exist in ST_SPATIAL_REFERENCES table.

Anyone familiar with these issues. We have a working server at 12C with the exact same package. No difference in the two server environments.
