Issues with OEM and listener on Oracle 11g, after IP was changed

Hello,

I have an ORACLE 11G (11.1.0.6.0) installed on my Windows XP laptop and recently my IP was changed, as I have DHCP. I suspect this could be the cause for the issues I have :

-when oracle enterprise manager is stopped, everything seems to be ok, I can login on my Oracle DB, the listener seems to be ok.

-when I start enterprise manager (emctl start dbconsole), it starts, and then I've got this windows error : "TNSLSNR.EXE has encountered a problem and needs to close. We are sorry for the inconvenience." and my listener stops.
I try to start my listener again (using windows services or the command line) :
LSNRCTL> start 11G_DB_1_LIST

but 1 sec after, I've got the same windows error : "TNSLSNR.EXE has encountered a problem and needs to close. We are sorry for the inconvenience." and my listener stops.

I can login on web to https://xxx2-ro.ro.oracle.com:1158/em/, but everything is down (database and listener) + I have this message "Enterprise Manager is not able to connect to the database instance. The state of the components are listed below."

Any ideas how to fix this ?

another thing : for some reason , I have now 2 services, sot sure this is normal : OracleOraDb11g_home1TNSListener and OracleOraDb11g_home1TNSListener11G_DB_1_LIST. the second is the good one, both have the same path to executable : D:\app\xxx\product\11.1.0\db_1\BIN\TNSLSNR .
