Issuer identifier.

The management of the serial number is identical to that used for banking applications that is based on the use of the object defined by the PAN ISO 7816-6. The PAN is described in the standard ISO 7812. One part of the token serial number is consisted of the Issuer Identifier. Where can I get it? Is it the same as RID (Registration number of the application issuer)?
