Issue with Running CubeRefresh utility in Windows server

Hi,
I am trying to run CubeRefresh utility in our Windows server to refresh the Essbase application corresponding to Planning application. I am running the command "CubeRefresh -f:<password file> /A:<planning application> /U:<User Name> /R /D /J /FS". Whenever i try running this command i am getting below error.

"Cube Refresh Failed With Error: java.rmi.ConnectionException: Connection Refused to host: <Planning Server IP>; nested exception is:
java.net.ConnectionException: Connection Refused: connect"

I have checked the oracle support and implemented the steps suggested in "Hyperion Planning: In 11.2 Environment Encounter the RMI Error: "java.rmi.ConnectException: Connection refused to host: nested exception is: java.net.ConnectException: Connection refused: connect" (Doc ID 2662672.1)", but this did not help.
I see that the RMI services is running. However in my netstat i dont see the port 11333 as listening.
The version of planning i am using is 11.2.3 and the windows server is Windows 2016
Could you please help me resolve this issue?
