Issue with Multi Country Classic Report CSV Extract

Afternoon all,
We are experiencing an issue around using the download csv function of a classic report. For some countries i.e Germany, when they open the csv file it doesn't convert to a CSV.
I understand that are is regional PC settings / different regional Excel instances, however, does anyone have a solution / work around?
(Using Apex 19.2)
