Issue with MOS and not able to download OPatch

I'm trying to patch ODI 12.2.1.4 with latest bundle patch 31999291 but it requires a newer OPatch

The OPatch being used has version 13.9.4.2.1 while the following patch(es) require higher versions:
Patch 31999291 requires OPatch version 13.9.4.2.4.
Please download latest OPatch from My Oracle Support.

The second day in a row I just get errors trying to open the MOS-page where I can download the latest OPatch

Unexpected Error
Error: There has been a network or page error
