Issue with connecting python and Oracle DB

Am getting the following error when trying to connect Oracle DB through python
cx_Oracle.DatabaseError: DPI-1047: Cannot locate a 32-bit Oracle Client library:

I have a window 10 64 bit laptop ,
This is python version i have 
3.7.6  64 bit (AMD64) and sql developer is sqldeveloper-20.4.1.407.0006-no-jre .
jre is jre-8u281-windows-x64 .Can you please help me solv this issue.
