isqlplussvc.exe memory could not be read error

I'm receiving an 'isqlplussvc.exe memory could not be read error' error on windows xp startup that is very confusing!

If I remove the folder:
C:\oracle\product\10.2.0\client_2

The error disappears by all my ODBC connections break.

If I put the folder back, the error returns...

Advice greatly appreciated!

(And some clarification on why there is both a client_1 folder as well as a client_2 folder!)
