ISQLPLUS not working

Hi all,
I face the same problem as in thread
330136
I read carefully the thread. And ran all commands mentioned there.

Also went to the server and issued command http://localhost:5560/isqlplus and http://localhost:5500/em. I simply get a message window saying connection refused at localhost:5560.

I am working on Oracle10g running on RedHat EL4.

Kindly give your inputs.
