Is WE8MSWIN1252 a strict subset of AL32UTF8?

Oracle 10g Globalization guide document mentioned that CSALTER script can be used only if all of the schema data is a strict subset of the new character set. Our current DB char set is WE8MSWIN1252 and planning to migrate it to AL32UTF8.

Is WE8MSWIN1252 a strict subset of AL32UTF8?

Can I use CSALTER script?
