Is this rule Solitaire game?

Hi all
I want to ask you a question.
If i have 52 cards that I deal n people ( n is the number of people that registry to play). Each person's dealt 2 or 3 cards.
Who has the most score. He is the winner.
I want to ask whether this is Solitaire game or not?
Can i play this game where?
Can you show me the way to program this game?
