Is this any issue in apex to nobody sessions and decrease the performance

Hi All,
We are using Apex 4.0 version with oracle 11gr1 database.
If we login with test user session is created with test,if we logout test user session is dissapear and with nobody user session is creating.
Is this bug in apex?.
Please help on this.
