Is there difference between standby and passive database

Hallo!Is there a difference between a passive and a standby database?If there is,please tell me the differences and which of the 2 is the best strategy to implement a failover solution.

Also,for a passive db,should the active and passive db have exact parameters e.g. similar environment variables like ORACLE_SID,ORACLE_BASE,ORACLE_HOME etc?

Please assist.
