Is there any way to start listener and db instance properly with invalid oracle_home sytem variable?

OS Windows server 2012 R2.

I installed OBI EE 12C and Database 11.2.0.4 EE(for OBIEE repository metadata) on the same machine.

So I have 2 homes on this server

ORACLE_HOME should point to the BI Home for startting and working OBIEE properly.

But I cant start listener when oracle_home points to non-database home.

I can manually pont this variable to database home and start listener and db and then change it to BI Home and start OBIEE Processes but is there another way to start listener and db without changing oracle_home value?
