is there a way to allow someone to see a stored procedure but not execute

we have a new staff coming on board (Govt Consulting). We want to allow them to have access to view stored PL/SQL procedures but not change or execute the procedures. This is a first for me. I don't think it's possible but I'm wondering if anyone else knows? The only privs I see related to stored procedures are EXECUTE and DEBUG
