Is the CPU not powerful enough for Oracle database 11g?

I installed the Oracle datatase 11g on my host using oracle default configuration yesterday. Today I find the some alert message : "CPU Utilization is 86.79%, crossed warning (80) or critical (95) threshold." The average value of CPU usage is 80.85% and I have to wait for more than 10 seconds for opening an EM page.
My host is HP workstation xw4200. CPU is 3.4 GHz. No other applications on this host.
I want to know: what is the main reason for the CPU resource shortage? Because the Oracle database 11g itself is CPU exhausting or because there are some configuration problems?
