Is privilege "SYSDBA" = role "DBA" ?

I have difficulties to distinguish roles and privileges.

Has a user who owns a role as "DBA" always the "SYSDBA" privilege?

or is role and privilege always the same?

Is DBA and SYSDBA always the same?
