Is Oracle forms a good choice for web and mobile applications?

Hi,

Is Oracle forms "latest version" or else considered a good choice for web applications development when there is thousands of users and/or concurrent users involved?

Is there any intention from Oracle to make Oracle Forms applications able to run on mobile devices like Apex i.e? I know AuraPlayer and others do it, but it's a paid service.
