Is oracle-epel-release-el8 a direct replacement for epel-release?

I am looking for netcdf in the Oracle Hosted EPEL.
nothing provides netcdf-cxx
I am actively using the centos2ol project and new installations of Oracle Linux 8 to migrate from CentOS 8.
Some of my installations utilize packages provided by EPEL.
Is the Oracle hosted version suppose to be a a direct match or are missing packages expected?
