Is Oracle client 12.2.0.1.0 32-bit supported on 64-bit Windows 8.1?

I want to ask the community first before I create a service request for this.

I wanted to install Oracle Client 12.2.0.1.0 32-bit on a Windows 8.1 64-bit. According to the setup, it is a not supported environment.

I checked the certification matrix on My Oracle Support but the result confuses me.

It states that it is certified but the icons cause confusion.

Can someone explain to me what Oracle tries to tell me?

Is Oracle Client 12.2.0.1.0 32-bit supported on Windows 8.1 64-bit or not?
