Is LogMiner tool licensed

Hi, my understanding is oracle LogMiner tool (DBMS_LOGMNR package) is part of rdbms and, as such, using it requires no additional licensing
I also know it comes with XE edition; yet I could not find any document in metalink/oracle net, other than XE, that would indicate whether
it requires or no extra licensing

Does anyone know of any document I could refer to?
