Is it possible to add modem devices to a zone?

I have been working with Solaris for a few years now, and I know my way around a command line. I am having issues trying to get a zone on a production server to recognize a digi portserver device that is attached to a modem bank. I have the unit working on another machine running sol10, but it is a global zone test machine. Now it is to go into production as a zone on a global host. I have the drivers loaded on the global and the devices configured on the global host. However, I can not get the zone to recognize the digi at all. We have both a USRobotics TC1000 and a digi configured. The zone is only recognizing the TC1000. While the global is seeing both.

The zone and global host in question are running: SunOS machine1 5.10 Generic_118855-33 i86pc i386 i86pc.

To complicate matters even further I cloned the zone from one of our external sites and brought it up here. I would like to get this resolved and have almost no hair left. I am willing to answer almost any question that would help troubleshoot the problem. So let me know what you need to know in order to help me
