is card working faster after cold reset?

hi

I have been studying some documents about cold and warm reset and atr which I will get after resetting card, so I found that when card is cold reset, it will work with higher speed than warm reset, I found this based on returned TA1 of ATR, if it exists any,

1) so I want to know if card is working faster after cold rest than warm reset, is it true?
