Env: Apex 20.2 and 22.2 same symptom.
My page has a static-content region (the top one) and an IR region (the bottom one). When I set the IR attributes to Heading/Fixed to Region and some pixel numbers, it works fine, meaning that I can scroll the IR region while the static-content region stays intact.
With that same setting, if I select Control Break on any column, the frame outside the IR disappears immediately and its scrolling up/down will affect the static-content region ( pushing it up when scrolling up ).
Any advice is greatly appreciated.
