IR change background color of whole row based on condition

Hi, I use Apex 19.1.

In IR, I would like to change background color of whole row based on a condition.

Eg, if I today is between start and end date, I want whole row to have white background, otherwise red.

What's the best way to do it, preferably without using Javascript.

I know how to do it so that only cell color changes (ie 1st part in the link below), but would be nice to highlight whole row as per 2nd part below.
