IP address changed and Oracle is broken

I have DHCP, so when I installed Oracle, I spoofed it to think I had a static IP (as recommended by Oracle and dizwell.com). My IP address changed and I assume that DHCP is responsible. Now I have serious problems which I will explain below.
But my big question is: what does a DBA do when an IP address which was used to install Oracle changes?

First, let me say that SQL Plus and iSQL Plus still work. The problems are:
• Firefox and IE say they can’t connect to EM. If I try to connect to EM programmatically, I get a 10061 socket error ECONNREFUSED (10061).
• When I try to connect to Oracle programmatically via ODBC, I get the error “ORA-12170: TNS: Connect timeout occurred”.
