Io exception: The Network Adapter could not establish the connection

im trying to make connection with a localhost on my pc but this error comes up "Io exception: The Network Adapter could not establish the connection"
i saw the replies for similar prb but it was for a remote host but i have the JDEV and sq; on the same PC so whats wrng guys????
