IO Error: The Network Adapter could not establish the connection

I am trying to connect to a 19c database and using jdeverloper with OAF. I cannot get it to connect to establish a datase connection, My DBA thought the driver for jdbc might not be compatible. Version are:
OA Framework 12.2.9 (2019_06_18_Tue_0441AM_2222_2)
OA Extension 10.1.3 (Build OAEXT_MAIN_GENERIC_190618.0000)

Suggestions or anyone else run into this issue?
