IO Error:The Network Adapter could not establish the connection. What should I ask the IT Department

My computer do not have an Oracle Client installed.
To connect to the database, I first need to establish a secure remote connection by logging into Windows Secure Application Manager issued by the IT.
Then I can connect to the database using SQL Developer with provided hostname/service name and credentials.

For the past two years everything was working fine until I could no longer connect to the database last week.
The IT told me they changed the TNS entries and gave me three new host names. The port and service name remained unchanged.
So I replaced the old hostnames in SQL Developer with the new ones. All of them gave me this error:The Network Adapter could not establish the connection.

The IT logged into the Database with my user name and password and claims that everything works and refused to help me any further...
My guess is since the IT and the DW are on the same network, they won't have the same issue as me.

I am not an expert in this matter but is it possible that their network might be blocking external connections?
I am wondering what intelligent questions I can ask the IT to point them in the right direction?
