invisible tabs

I have exported my APEX 3.1 app and import that to my APEX 4.1 test area.
When I open the app in 4.1, my tabs (not the parent tabs) are not showing.
When I hover over the area where the tabs are to be, they show up in orange.
Remove my mouse from that area and the words are invisible again.
Both the apps in 3.1 and 4.1 are exactly the same theme.
Any clues?
