invalid username/password

Oracle Database 12.2.0

RHEL 7.4

Hi,

I am getting Invalid username/password when connecting from Toad to a database. Previously I was getting 'Protocal Authentication error'

I followed the doc

ORA-28040: No Matching Authentication Protocol and ORA-01017: invalid username/password (Doc ID 2436794.1)

I changed the password to PAssword#_123 still same error. Please advise.

Client on Toad is 11g
