interpreting free command

Hello All,

I have 2 dbs on server with SGA 14GB and 3GB which is 17GB of total memory 48GB. But when I give free -m, it shows only 3 GB is available where it should be 47-17=20 GB (me expectation)

Is my expectation wrong and 41 GB is allocated to Oracle user and I can use another 20GB.

Memory_target is not being used.
