"Internet Explorer cannot display the webpage" error

I had created a test form using 11g forms. While trying to run that form I am getting an error "Internet Explorer cannot display the webpage". I am using IE9 on Windows Server 2008 SP2. I had also started the weblogic server prior to running the form. Do you know why we are facing this error?
