Internet Explorer cannot display the enterprise manager home page

Hi all,
I need help please, I have installed oracle 10g several times on Windows 2003 server, everything looks fine except with Enterprise manager, when i try to load the page using IE, i get this error message that "Page Cannot be displayed", the url is http://adeniji:1158/em. Dbconsole is started and also the instance is running. I have been trying this now for almost 2 weeks without any solution.
I have also tried using firefox and got thid message
"500 Internal Server Error Servlet error: Error loading filter 'handleRepDownFilter', filter-class 'oracle.sysman.db.adm.inst.HandleRepDownFilter' not found"

I appreciate any help.
