internal error - unable to initialize NLS during driver load

Hi,
Iam using ODBC to connect to oracle from my dot net application. It seems to work fine in my development environment but when I create a setup and test it on the same machine, it gives me a error:

internal error - unable to initialize NLS during driver load

I am using Oracle 10 G driver and also 10 G database.

Any ideas would be appreciated.
