Intermittent ORA-12571: TNS:Packet writer Failure

OS: Windows Server 2003
We have 2 servers load balanced and IIS running on them. We have a Web application running on them. Intermittently we get ORA-12571: TNS:Packet writer Failure Parameter Name: Update Database() error at the login page.

At times it goes away when we try to login the next moment and some times it stays there for 30 - 40 mins.

Can anybody shed light on this.
