Intermittent 12535,12606 and ORA-3136 error

I am experienceing an weird situation where I am getting these above errors intermittently( 2-3 times a month). I only get these errors in the alert log files. Please help to resolve these errors.

Important: I can see the connection established in listener.log file but I beleive it is not able to authenticate within time limit.

Database version is 10.2.0.4 and OS is Windows 2003
