Interesting and incomprehensible DNS problem

We have two dns servers 158.223.1.3 and 158.223.1.6
158.223.1.6 works perfectly
158.223.1.3 resolves some queries , but not others, eg bbc.co.uk resolves but not google.com .
I have tested the named.conf and zone config files by copying to another server and they work on that server perfectly.
In a nutshell, queries are returning fine for some hosts but not for others. The hosts which resolve and those which do not are consistent. For example these are some of the hosts which do not resolve:
ns2.ja.net
www.endsleigh.co.uk
hotmail.com
google.com
We are testing using the nslookup command and pointing to a particular dns
server ( either 158.223.1.3 or 158.223.1.3 ). Below are some examples:

## But using the dns server on 158.223.1.6 ( scorpio )

## bbc resolves perfectly

## This works :

## But google does not :

Any advice or suggestions would be very much appreciated, we are at our wits end.
