Interactive Report: download to CSV (what encoding?)

Hi,

We are using APEX 4.2.1. I would like to know what encoding mechanism APEX is using when downloading an interactive report to CSV format. It doesn't seem to use UTF8. Is there any way to set encoding mechanism for CSV file at the download time? Or what's the approach to get multi-bytes characters display correctly in the download CSV file?
