Interactive Report: After changing the Rows per Page filter, the header appears at the bottom of the report.

I have a page with an Interactive Report. When I change a filter (for example, the Rows per Page filter), the region refreshes, but the header is rendered as the last row of the report and the normal header disappears.
Is this a bug? How can I restore the normal behavior?

I am on version 24.1.3
