Integrating Workflow and Rule engine

JDeveloper 12.2.1.3.0

We have a requirement where when the user clicks on a button in our ADF application a workflow needs to be started and the work flow needs to be able to use a rule engine.

For this we presume that we would require Oracle SOA suite - is this correct ?

Does anybody know of a simple example for calling a workflow from a button as I can't seem to find one using google...
