Insufficient Privileges. "Access Home Page". Error Details Error Codes: C64RS3Z2

Hello Expert;

I am trying to deploy a catalog (created in OBIEE 11.1.1.6.0) on my instance (OBIEE 11.1.1.7.0), when I try to load the analytics page I get the following error

"Insufficient Privileges. "Access Home Page". Error Details, Error Codes: C64RS3Z2"

I try to check for the roles as described in another thread, and confirmed that the weblogic user has the catalog has the BIAdministrators Role , BI Consumer ,BI Author Role, Authenticated Role.

Please advise.
