Instant Client ODBC error 126 when setting up DSN

This error is with Oracle Instant Client 10g and Windows Vista. Whenever trying to setup a DSN, we get the error:

"The setup routines for the Oracle instantclient10_2 ODBC driver could not be loaded due to system error code 126"

followed by:

"Errors Found: Could not load the setup or translator library"
