Installing Oracle on Windows 2000 Advanced Server

I dont know why, but I am just unable to install Oracle 8i or 9i Personal Editions, on my PC with the OS-Windows 2000 Advanced Server. Whenever I try to install by double clicking on the setup.exe file, there will be no response.
