I am trying to install Oracle Forms and Reports locally on my Windows 11 laptop and am running into issues. I have tried both 12.2.1.4 Infrastructure with 12.2.1.19 Forms & Reports as well as the 14c equivalent.
I only need access to Reports Builder to facilitate a migration of existing reports. However, when I run rwbuilder.bat or rwbuilder.exe, I get the following error:
REP-0001: Unable to find the Report Builder message file. Please verify your installation.
I have verified that my JAVA_HOME, ORACLE_HOME, REPORTS_PATH, and PATH environment variables are all set correctly, but I cannot get past this issue. Forms Builder starts without any problems once the classpath is set..
I have not created a domain within the infrastructure, as this seems unnecessary for simply running Reports Builder.
Has anyone successfully installed Oracle Forms and Reports on Windows 11 just to use Reports Builder? The exact version is not critical — I just need a working builder client to assist with migration.
Any guidance or suggestions would be greatly appreciated.
